A strange obstruction to find in a river, but the birds obviously like it. I like the lightness of the buildings seen through the darkness of the arch.
It is a ice-apron (I hope I have found the right word. In Czech it is "ledolam"). It helps protect the pillars of the bridge. But normally you can see more of it (when isn´t "big water").
